On February 23, 2010, Ningbo Hangzhou Bay New Zone was officially established based on the integration of the former Cixi Export Processing Zone and Economic Development Zone. Over the past five years, the entire zone has diligently implemented the provincial party committee and government's strategic deployment of "major industries, major platforms, major enterprises, and major projects," focusing on building a "new base for industrial transformation" and a "new internationalized urban area in Ningbo's north wing." Development and construction have advanced by leaps and bounds, yielding fruitful results over five years of hard work.

Among the comprehensive evaluations of 15 industrial agglomeration zones in the province, the New Zone has consistently ranked at the top. Last year, the New Zone was upgraded to a national-level economic and technological development zone, becoming the 20th national-level economic and technological development zone in Zhejiang Province.

The major achievements of the New Zone are remarkable. In terms of key economic indicators, it has achieved rapid growth, and its comprehensive strength has made a leap forward. In 2014, the New Zone achieved a regional GDP of 23.1 billion yuan, completed fixed asset investment of 30.2 billion yuan, achieved total industrial output of 105.8 billion yuan, and completed total fiscal revenue of 6.53 billion yuan. Compared with 2009, the regional GDP increased by 2.6 times, fixed asset investment increased by 5.3 times, total industrial output increased by 2.2 times, and total fiscal revenue increased by 5.5 times. The average annual growth rates of the four indicators reached 29.3%, 44.7%, 26.1%, and 45.5% respectively.

Over the past five years, the New Zone has attracted a total of 205 industrial projects of various types, with a total investment exceeding 150 billion yuan, 3.3 times the total investment of projects attracted before 2010. A cumulative total of 18 investment projects from 12 Fortune Global 500 companies have been gathered. In 2009, the economic output of the New Zone was equivalent to approximately the 55th position among county-level cities in the province. By 2014, it jumped to approximately the 38th position in the province, equivalent to about the 95th position among the top 100 counties nationwide, becoming an important growth pole for economic development in the province and city.

The cultivation of new growth in the New Zone has driven the transformation of existing industries, and hundreds-of-billions and trillions-of-billions level emerging industrial clusters are accelerating their formation. Relying on the two major vehicle manufacturers, Shanghai Volkswagen and Geely Automobile, the New Zone has gathered more than 80 automotive parts industry projects. An automobile industry base with an annual production of 1 million complete vehicles and an output value exceeding 100 billion yuan is gradually taking shape. The life and health industry has begun to emerge, with high-quality projects such as Pharmaron, Hainan Shuangcheng Pharmaceutical, Lianfeng, and Zhengli Antuo successively settling in, and a hundred-billion-level industrial cluster is beginning to take shape.

The industrial transformation of the New Zone has been steadily advancing. The new materials industry has gradually transformed from traditional metal smelting and rolling processing to the research and production of high-performance new materials. Traditional home appliances are accelerating their transformation into the intelligent electrical field. Traditional enterprises in chemical fibers, printing and dyeing, hardware, and other sectors are actively seeking transformation and change.

The cultural and leisure industry has achieved breakthroughs. A batch of regionally influential cultural leisure and vacation projects, including Huaqiang Chinese Revival Cultural Park, MGM "China Holiday," and Hangzhou Bay Dream Fun Water World, have settled and are under construction. A tourism and vacation destination with annual visitor flow exceeding 10 million is accelerating its formation. The general aviation industry has begun to take shape, with the general aviation industry plan completed, the general aviation airport successfully approved, and a batch of general aviation industry projects also being negotiated and introduced.

At the same time, the New Zone has achieved coordinated development of industry, city, and people integration, and the internationalized new city is rising rapidly. The urban functions of the New Zone are increasingly improving, and public services such as education and healthcare are developing rapidly.

Projects such as Ningbo Hangzhou Bay Hospital, Ningbo International Vocational and Technical College, and Dahongying College Commodity Exchange College have commenced construction. Ningbo University of Technology Hangzhou Bay Automotive College, Ningbo Science High School, Hangzhou Bay Junior High School, Andong Experimental School, as well as primary schools and kindergartens, have successfully opened. The New Zone has achieved full coverage of the education system from kindergarten to university, with more than 20,000 enrolled students.

The development of the new commercial urban area has been fully launched. Large-scale urban complexes such as Hangzhou Bay Century City have risen. Regional residential and living centers including Nanyang Small Town, Volkswagen Square, and Volkswagen Automobile Supplier Park living facilities have been successively developed and put into use. Three five-star hotels have been built or are under construction. A total of 6 million square meters of urban functional projects have been started, with more than 4.5 million square meters completed. A total of 6.57 million square meters of landscape greening has been completed. The urban layout of "one center, multiple points" has initially taken shape.

The development of the wetland leisure area has been advancing in an orderly manner. The 4.3-square-kilometer core area has been completed and opened. Hangzhou Bay Wetland has been upgraded to a national-level wetland park and selected for the province's first batch of important wetland directories. The youth student practice base has been successfully approved as a national-level demonstration comprehensive practice base. A new city capable of accommodating 150,000 new residents is gradually being built.

In the 2011 "Four 100-Day" special campaign, the New Zone completed the 80,000-square-meter greening landscape construction at the east and west entrances and exits of the Shenhai Expressway New Zone section within 100 days; completed the site preparation for two major projects with a total investment exceeding 10 billion yuan within 100 days; completed the construction and operation of the administrative approval center within 100 days; and completed the design and opening of the New Zone Planning Exhibition Hall within 100 days.

2010

February 23 - The Ningbo Municipal Party Committee and Municipal Government held the inauguration and plaque-unveiling ceremony for the Ningbo Hangzhou Bay New Zone Development and Construction Management Committee, fully launching a new round of large-scale development, construction, and growth for the New Zone.

June 9 - The first "Ningbo Hangzhou Bay New Zone Day" event was held.

August 21 - The "Ningbo Hangzhou Bay New Zone Master Plan (2010-2030)" passed expert review, establishing the development blueprint for the New Zone. November 18 - The Ningbo Hangzhou Bay New Zone "One Office and Eight Bureaus" was officially established, and the "large department system" working mechanism was formally established and put into operation.

December 2 - The Century Jingyuan Hangzhou Bay Century City urban complex project with a total investment exceeding 26.8 billion yuan was signed.

December 7 - The Zhejiang Provincial People's Government approved the request regarding the administrative zoning adjustment of Andong Town, agreeing to incorporate 8 administrative villages including Matan Road Village, Xiayizao Village, and Pudong Village of Xinpu Town; Fubei Village, Hainan Village, and Sanyang Village of Chongshou Town; and Luwan Village and Xisan Village of Zhouxiang Town, along with the already reclaimed area of 73.72 square kilometers, under the jurisdiction of Andong Town. After the adjustment, Andong Town administers 3 residential areas and 23 administrative villages.

2011

January 10 - The Ningbo International High-end Automotive Parts Industrial Park was opened, with more than 10 automotive parts industry projects with a total investment of 2.78 billion yuan settling in the park.

February 24 - The Ningbo Hangzhou Bay New Zone Management Committee officially signed the main investment agreement for the Shanghai Volkswagen Ningbo Project with Shanghai Volkswagen.

March - The Hangzhou Bay Century City super-large urban complex project commenced construction.

April 11 - Geely Automobile's Hangzhou Bay base was completed, and the first Emgrand sedan rolled off the production line.

August 1 - The "Ningbo Hangzhou Bay New Zone Management Measures" officially came into effect.

December 15 - The Ningbo Hangzhou Bay Wetland Park was upgraded to a national-level wetland park.

2012

January 6 - The Shanghai Volkswagen Zhejiang (Ningbo) project was signed, and construction fully commenced in the New Zone the following day.

January 22 - Fudan University Ningbo Research Institute settled in the New Zone.

March 22 - The first phase of the Ningbo Huaqiang Chinese Revival Cultural Park project was signed.

June 8 - The Diaoyutai MGM "China Holiday" project with a total investment of 5 billion US dollars was signed.

September 13 - The national-level "Education and Industry Collaborative Innovation Pilot Zone" settled in the New Zone.

December 28 - The 500,000th Emgrand rolled off the production line at Geely's Hangzhou Bay base, and the powertrain project commenced production.

2014

February 18 - Ningbo Hangzhou Bay New Zone was upgraded to a national-level economic and technological development zone.

May 6 - The China Mobile Ningbo Information and Communication Industrial Park project was signed.

June 5-10 - The fourth "Ningbo Hangzhou Bay New Zone Day" event was held. Two major projects with investments exceeding 5 billion yuan each, Pharmaron and Fotile, were signed respectively. The Diaoyutai MGM "China Holiday" project preview center commenced construction.

June 30 - The Tianjin Lishen project with a total investment of 2 billion yuan was signed.

August 6 - The Geely-Volvo China Design and Testing Center project commenced construction.

September 3 - Hangzhou Bay New Zone Junior High School and Ningbo Science High School (Zhenhai High School Hangzhou Bay Branch) opened for the new semester.
